I was davening in my minyon and noticed a child (under bar mitzvah) davening with us. Several times during the davening he went to the front row and took a tissue from the “public” box of tissues. That eventually ran out and as he was leaving he asked to have one of mine. The next day he was back and his nose was just as runny. This time, I searched in another room for a “public” package of tissues and put it right in front of him so he would not have to constantly walk back and forth to blow his nose!
